HomeMy WebLinkAboutCOM 0710.102 2010-2012 In Support Mayor Kenoi's veto of Bill 256(draft 2)and 257(draft 2) As a now long retired University Of Michigan degreed Mechanical Engineer that loved M.E. 335 &336 Thermodynamics I&II, M.E. 471 Heat Transfer and had his entire career revolving around field reliability issues, I am aghast at bills 256 draft 2&257 draft 2 as they stand before you for your override vote. The Bills bare NO sense of reality in my 40 year engineering experience with recalls and development of complex mechanical systems.It is extraordinarily vaguely written and revised. Where are the cash flow estimates income vs. outflow? Where is the analysis of the effect on property values? Are those previously compensated and file for 130%going to give back their pervious award? What is the statistical probability studies that juuify taking such action that has not been duplicated anywhere else on the planet in similar situ? Did anyone of5bu stu$ the previous heath studies? Why not consider the vast majority of informed residents vs. a handful of those pushing this? None of the current Federal, State or County analyses demonstrate ANY health issues that exist. Soo-why the -' panic? cD Sure I'd support a health study based on fact but never 256 draft 2,that's illogical. There WAS a 1 'h day blow out—over 20 years ago. That resulted in the Government coming in reviewing operation, making recommendations—that were obediently obeyed ever since by both the original owners Constellation Energy and the current ones ORMAT-Nevada, under SCHEDULED-ROUTINE Federal, State and County oversight. The bills as written are-well vague at best,pandering to,and CREATING PANIC and FEAR at worst. "130% of assessed value." Did those initially supporting this grasp this is going to PROMOTE a panic sell that was NOT informed,budgeted(do you really want to copy the Department of Hawaiian Homelands?) In these dreadful economic times how many cash strapped owners do you believe will step forward demanding payment for an unapproved"habitable structure"? Is there currently the MONEY in the fund to quickly adjudicate this? We paid cash for our hale in Leilani Estates over 10 years ago AFTER reviewing documents about the Rift Zone and the PVG plant. Being an original Board of Directors Officer for Puna Community Medical Center I asked our 30 year Puna resident&Clinical Director, off the top of his head did he ever hear of any health related issues that stood out and he replied"No." Being an engineer steeped in that profession's demanding sense of logic and systematic approach toward problem solving,I am appalled at how this was initially promoted and was advanced. Only anecdotal data exists that drove this bill, and a good engineer learns to not trust anecdotal evidence as that is by nature,highly unscientific. Uphold the vetoes,please. Do not use this for political gain. Local residents are living breathing beings that invested, some their life savings,to move here,please,please,please-don't upset their apple cart.
