Date OCT 0.3 2012 10/2/2012 Ca COMMUNITY ASSOCIATION October 2,2012 Members of the County Council County of Hawaii 25 Aupuni Street Hilo Hawaii 96720 Re: Res 303-12 Dear Councilpersons: The Puako Community Association (PCA) requests that the County Council defer action on this agenda item for the following reasons: 1. The Public Land Development Corporation has not adopted its final rules nor has it published a Strategic Plan. We believe it is premature and improper for the County Council to take such drastic action at this time. 2. The PCA recognizes the value of the PLDC despite the public outcry over its alleged shortcomings. We see the PLDC as a unique vehicle to accomplish one of our most important Community goals which is memorialized in the South Kohala Community Development Plan. "The [Puako] forest must be protected from development." (Pg. 140 Strategy 3.3) There is a proposal to establish a honey bee preserve in the Puako Forest. We believe this is the highest and best use of the kiawe forest where world class honey originates. The PLDC can make this happen. By not requiring a full competitive bid process, the PLDC has flexibility to choose projects that more comprehensively represent the values of the community and the state than may be available through a purely competitive bidding process.
