Subject: Testimony Against Bill 292 Draft 1
County Council Members:
I would like to submit testimony against Bill 292 Draft 1 that would prohibit
geothermal drilling at night. Many questions need to be answered before such an
action is taken: Does the Hawaii County Council have the authority to mandate
drilling hours? What are the consequences of limiting drilling to the prescribed
hours? What are the domino effects to current electrical rates if drilling is
limited? There are so many questions that need to asked and answered before
such a measure is enacted.
