Testimony opposed to Bill 292 Draft 1
I was not passionate about this bill's outcome until I learned about the full impact of starting
and stopping the drilling operation on a daily basis. Reading the testimony submitted by Steve
Burns, describing a more complete picture of the outcome should this bill pass, convinced me
of the need to speak up. After all, at first glance it seemed to be a simple compromise to satisfy
some of the complaints and who wouldn't want peaceful nights?
It is now clear to me that Bill 292 has just been submitted as another arrow into geothermal
power. Another attempt to cripple the industry after the last attempts failed. Even thought the
County Council may not have the authority to impose this additional restriction on PGV the
Bill's author still felt that there is some statement that needs to be made. I urge the rest of you
on the Council to reject this ill-conceived proposal and come up with an appropriate, and
possibly legal, compromise that might actually do some good.
I have heard berms discussed, and sound walls, and there are probably other noise abatement
methods out there. This is certainly not the only noisy industry with an adverse impact on a
community so at least look for the solution that others have found and used. I just don't
understand why such a heavy handed approach would be the first and only option to come up
before the Council.
