We support the PLDC's mission and their efforts to partner with members of the public and to assist state and county agencies to increase public benefit by reinvesting and enhancing state assets(ex:parks,schools,harbors,buildings, etc.). The PLDC is now completing a public comment process in which it is addressing questions and misconceptions expressed at community meetings held statewide. We believe this process should be given a chance to play out,as it is designed. Anything less would impede a process designed to ensure that every voice is heard-not just the most vocal among us. We strongly support working with the PLDC and believe that positive economic impact for the people and State of Hawaii can result from public initiated projects. The PLDC will be having their next Board Meeting on October 11,2012. The agenda will include the request to approve the(1)PLDC Strategic Plan and(2)draft PLDC Administrative Rules that better communicate its mission, goals and parameters with regard to environmental,historic preservation and land use. Approval of the draft rules will allow the rules to go out for a public hearing,a minimum of 30 days after receiving Board approval. As these agenda items will be heard in October,we humbly ask that Resolution 303-12 be POSTPONED. This will provide the public with information on PLDC's Strategic Plan and draft Administrative Rules. Thank you for this opportunity to provide testimony.
