Dear Chairman Yagong and Hawaii County Council Members:
Mahalo nui for this opportunity to submit testimony on Resolution No. 303-12.
We ask that action on this resolution be deferred.
The State Administration, working with key members of both the Senate and the House of
Representatives, have been working very hard to address the concerns expressed by members of
the public at the hearings that were held on the proposed draft rules and regulations of the Public
Lands Development Corporation (PLDC).
A strategic plan for the agency has been prepared and is being reviewed for possible adoption
and a much amended draft of the rules and regulations are being worked on currently.

Action on theses changes will occur later this month and in early November. We are convinced
that these ammendments will help to clear the air and bring greater understanding of the PLDC's
role and its powers.
No doubt, more importantly, these changes should clarify what limits and restrictions exist on
PLDC's powers and must be adhered to as the agency moves forward.
