NO. 494 PLACE: Councilroom TIME: 9:00 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks, to which was refereed Communication No. 494, reports as follows: Communication No. 494 is transmitted by Mayor Stephen K. Yamashiro, dated October 15, 1999, nominating Bumalyn L. Yee of Council District 5 to the Hawaii County Transportation Commission. Ms. Yee has been a Community Facilitator with the Hawaii County Economic Opportunity Council (HCEOC) since 1985 and is a member of the Democratic Party. She will be replacing Sophie T. Keller whose term on the Commission will expire on December 31, 1999. Ms. Yee was not present at the meeting. Councilwoman Jacobson asked why Ms. Yee was not present to answer questions and expressed concern with her absence. Other Councilmembers spoke in support of Ms. Yee's nomination, especially in light of her work with HCEOC. Councilman Tyler pointed out that the current make up of the Transportation Commission was in violation of the Hawaii County Code. He stated that the code requires the Commission to be made up of one person from each of the nine Council Districts. Mr. Tyler further explained that since Ms. Yee is from Council District 5, and would be replacing someone from that same district, he would support her nomination despite his concerns with the overall make up of the Commission. Pursuant to Chapter 18, Division 2, Section 3 of the Hawaii County Code, members of the Transportation Commission shall be appointed by the Mayor with the approval of the Council. If approved, Ms. Yee's tenn will expire on December 31, 2000. Councilwoman Jacobson voted Kanalua twice on the motion to approve Ms. Yee's nomination. Your Committee on Public Works and Parks recommends the approval of the nomination of Burnalyn L. X COMMITTEE ON PUBLIC WORKS & PARKS REPORT 55 (AMENDED) By a friendly amendment, the County Council amended Public Works & Parks Committee Report 55 by increasing the term of service for Ms. Burnalyn L. Yee from December 31, 2000 to December 31, 2004, to read as follows: "If approved, Ms. Yee's term will expire on December 31, 2004." as requested by Councilmember Curtis Tyler. The amendment was carried with no objections, by voice vote: AYES: Councilmembers Chung, Elarionoff, Jacobson, Leithead-Todd, Pisicchio, Smith, Tyler, Yagong and Chairman Arakaki - 9. NOES: None. ABSENT & EXCUSED: None. PWPC Report 55, as amended, was adopted. I hereby certify that Amended PWPC Rept. 55 was adopted by the County Council on November 17, 1999.
