Amending HCC Chapter 21, Art. 5,
Relating to Sewer Connection Loan Program .
Dear Chairman and Council Members,
By unanimous vote of members present at the Environmental Management Commission
("EMC") meeting of October 24, 2012, the EMC is forwarding to the Hawai'i County Council a
positive recommendation on the above-referenced Bill No. 312.
The EMC supports the bill's intent to assist property owners meet their legal obligation of
connection to the county sewer by extending the loan application submittal time to a designated
bank from sixty days to one hundred and twenty days.
