Dear Chairman and Council Members,
Please accept this as my response, on behalf of the Department of Environmental
Management, on the subject Bill No. 306.
Knowing that this bill was introduced by the very astute students during their Student Council
Day, it is encouraging to see that the future of our solid waste management will be well thought
out from a group of very visionary young residents.
I agree with the Environmental Management Commission's recommendation of October 25,
2012. The Bill's general concept has substantial potential and should be considered on its
merits. Additional further-indepth study will be needed to plan for this comprehensive program
so at this time, I have to offer a negative recommendation on the Bill as written.
