Re: Agreement with Hawai`i Island Public Schools
The Hawai`i County Prosecuting Attorney's Office has agreed to implement the Hawai`i Teen
Outreach Program (HITOP) with funding provided by the State Department of Health, Family
Health and Human Services Division, Maternal and Child Health Branch. Resolution 192-11,
adopted on December 21, 2011, allowed the Mayor to enter into an agreement to accept this
grant. In order to proceed with the implementation of the HITOP program, it will be necessary
to enter into agreements between public high schools on Hawai`i Island and the County of
Hawai`i.
Enclosed is a resolution authorizing the Mayor to enter into agreements with public high schools
throughout Hawai`i Island in order to implement the HITOP program.

A. REQUEST:
Approval authorizing the Mayor to enter into an agreement with public high schools on Hawaii Island to pilot
establishment of HITOP (Hawaii Island Teen Outreach Program) clubs.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Prosecuting Attorney's federally funded HITOP project requires formation of"clubs" to implement the
Wyman Institute Teen Outreach Program curriculum. We seek to pilot the project in high schools beginning
January 2013. Club facilitators will implement the Wyman Center, Inc. Teen Outreach Program curriculum.
The program aims to develop the positive potential of teens with the intended result of less risk-taking
behaviors such as violence, school failure, and teen pregnancy.
