Re: Operating Budget The Executive Office on Aging, Department of Health has awarded the Hawai`i County Office of Aging additional funds in the amount of$240,328 to be used to continue implementation of the Aging Disability Resource Center(ADRC). The ADRC continues to develop its programmatic and staffing capacity to meet national standards of operation. Federal and state grants, as a part of the State's System Change Initiative 5 Year Implementation Plan, have provided funding for continuing development. The current state grant provides funding for the current fiscal year. Enclosed is a bill for an ordinance amending the Operating Budget by increasing the appropriation of the Area Plan on Aging account by $240,328. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): In 2005, Hawai'i County, through the State Executive Office on Aging, accepted a federal Administration on Aging's Aging Disability Resource Center (ADRC) grant to develop an ADRC. The Hilo ADRC was developed at the site of the old Sun Sun Lau restaurant and became operational in 2009. The ADRC continues to develop its programatic and staffing capacity to meet national standards of operation. Federal and State grants, as a part of the State's System Change Initiative 5 Year Implementation Plan, have provided funding for the continuing development. The current State grant provides funding for the current fiscal year. Funding will cover salary and benefits costs for 3 current temporary Hilo based county positions who administer the ADRC program and provide direct information and referral services, funding to address capacity to complete assessments, extend services to the North Hawaii districts, develop data processing functions, and to update the resource database.
