RESOLUTION NO. 322 12
RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER
INTO AN AGREEMENT WITH HAWAII ISLAND PUBLIC HIGH
SCHOOLS, PURSUANT TO HRS 46-7, TO IMPLEMENT THE HAWAII
TEEN OUTREACH PROGRAM (HITOP) IN HAWAII COUNTY
WHEREAS, Resolution 192-11 authorized the Mayor to enter into an agreement with the
State of Hawaii Department of Health, Family Health and Human Services Division, Maternal
and Child Health Branch to accept a grant to implement the evidence-based Teen Outreach
Program in Hawaii County (HITOP); and
WHEREAS, the Prosecuting Attorney's office has agreed to implement the project
throughout the Island of Hawaii; and
WHEREAS, the goal of the Hawaii Teen Outreach Program (HITOP) is to develop the
positive potential of teens with the intended results of less risk-taking behaviors such as
violence, school failure and teen pregnancy; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that County departments
obtain the consent of the council to enter into agreements with the federal or state governments
respecting action to be taken pursuant to any of the powers granted by law to furnish, expend,
and receive any funds or other assistance in connection with projects being or to be undertaken
pursuant to those powers; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the Office
of the Mayor is authorized to enter into Agreements with public high schools throughout Hawaii
Island in order to implement the Hawaii Teen Outreach Program.
BE IT FURTHER RESOLVED that the Mayor of the County of Hawaii is authorized to
sign the above-referenced agreement(s) and any related documents on behalf of the Office of
the Mayor and the County of Hawaii pursuant to the Hawaii County Charter.
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
transmit copies of this resolution to the Office of the Mayor, Office of the Prosecuting Attorney,
and the Finance Department.
