Sec. 22-22(a)(4)
You have asked for our interpretation of the term "abutting property owners or
occupiers" as used in HCC Sea 22-22 (a)(4).
An abutting owner is defined as one whose property is contiguous or joins at a
boundary, and where no other land, road, or street intervenes. Blacks Law
Dictionary. II, S`h Edition (1979). We, therefore, interpret the Ordinance to mean
that the "abutting" owner is the owner of the property immediately fronting the
newstand, and not all owners on any particular block.
