Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 320,
reports as follows:
Bill No. 320, transmitted by Public Works Director Warren H. W. Lee via Communication
No. 877, dated September 26, 2012, amends Chapter 24, Article 10, Division 5, Section 24-280
of the Hawai`i County Code 1983 (2005 Edition, as amended), relating to Parking.
Bill No. 320 specifically amends Schedule 28 (no parking at anytime), subsection (c), South
Hilo, by adding:
"Waianuenue Avenue, north (Hamakua side), from Kaumana Drive to Rainbow Drive."
Councilmember Ikeda informed Committee Members that establishing this no parking at
anytime area addresses public safety issues due to individuals parking along the roadside to
watch ball games at Carvalho Park, and that a new parking area was recently completed to
accommodate more cars. He also stated that the big pillars installed to keep cars off the field
will have plants added to mitigate the visual effect and to provide a long term solution.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill No. 320, and recommends its passage on first reading.
