Subject: Early Consultation for Environmental Assessment for Proposed Single-
Family Home in the Conservation District at Keonepoko Iki, Puna District,
TMK 1-5-009:035
I have been contracted by David Yermian, the owner of the property,to prepare an Environmental
Assessment(EA)in compliance with Chapter 343,Hawai`i Revised Statutes. Mr. Yermian plans to
build a home on his 2.181-acre property located makai of the Old Government Road,just northwest of
the Hawaiian Shores subdivision in the Puna District of the Island of Hawai`i(see attached map).
The proposed one-story home will be 4,470 square feet, including the two-story house and garage. The
home will have three bedrooms and two baths, and will be set back a minimum of 100 feet from the
shoreline at an elevation of approximately 25 feet above sea level, outside the flood zone. An
Individual Wastewater System in compliance with State Department of Health regulations will be
built. The EA will include illustrations of the design, which is being finalized.
The lot appears to have been cleared many decades ago in connection with a former residence that has
since been demolished,and it contains almost entirely non-native vegetation except near the shoreline,
where some naupaka and hala trees are present. The makai third of the long narrow property also has a
grove of coconuts and Cook Island Pines. Except where clearing for the residence area and driveway is
necessary, the existing vegetation will be left intact. No modification to the terrain or vegetation within
the minimum 100-foot area between the shoreline and the residence will occur. Archaeological survey
has determined that no historic properties are present. A home is present on the adjacent lot.
An EA is necessary because the property is within the State Land Use Conservation District,and the
EA will accompany a Conservation District Use Application. The areas of investigation in the EA will
include but not be limited to the following: water quality assurance; wastewater treatment; flora, fauna,
and ecosystems; traffic impacts; geology, soils,and hazards; flooding and drainage impacts; social,
cultural and community impacts; and historic sites. The EA will include archaeological and cultural
reports and the results of botanical surveys. This letter is to share information about the project and
request your input on site conditions,issues that you wish to be addressed in the EA, and any other
concerns you may have. I would appreciate your comments on any special environmental conditions or

completed.
