Subject: Council Testimony in support of Bill 292
Aloha,
My name is Paul Kuykendall and I am writing to testify in support of Bill 292. I want to begin
by thanking members of the council who voted for this bill in the last hearing.
As many of you know, Geothermal drilling produces low frequency noise which creates stress
for anyone near it. It is unfair for PGV to subject neighbors to this excruciating noise day and
night so that they can save money. The night-time noise interferes with evening time at home,
with sleep, and affects children and adults alike.
The basic problem is that PGV has been a bad neighbor. Rather than spending money to
mitigate the noise, both from drilling and from day to day noise from cooling fans and
operations, PGV has spent it's money on lawyers, claiming that the county has no right to limit
their operations, since they already have permits.
I ask you to please review the written testimony of my partner Suzanne Wakelin which outlines
PGV's permits which clearly state that PGV must comply with local laws. She also points out
that PGV will have to apply for additional permits to drill and under those permits they will have
to comply with local laws as well.
I do want to point out that PGV has been very neighborly in at least one way. I noticed that two
residents of Leilani estates testified in favor of nighttime drilling in the last council hearing on
Bill 292. One of them who lives 2.4 miles away from the plant, scolded the council for
interfering and referred to a letter from Mr. Yeh, PGV's attorney, several times. I appreciate
PGV helping our neighbors with their testimony. I only wish they would put as much money
and effort into actually mitigating the noise that they make.
As you well know, it is the responsibility of the Council to protect the health and safety of
Hawaii County citizens. Mahalo to the council for making this effort on our behalf.
