Subject: testimony against Bill 292
I am informed:
Bill 292 amends Hawaii County code to restrict geothermal exploration and production
drilling to the operating hours of 7 am to 7 pm within 1 mile of residences. This
amendment, introduced by Dominic Yagong, will add a new article that will restrict
geothermal drilling to the operating hours of 7 :00 a.m. to 7 : 00 p.m. for exploratory and
production geothermal drilling if there is a residence within 1 mile radius of the drill
site.
I testify:
It is unfair to single out one industry by restricting drilling. It is more sensible to
restrict noise of all frequencies. Restricting noise would restrict the all-night parties,
fireworks and coqui frog whistling that bother me. Of course, it would be hard to fine
coqui frogs for breaking the law. However, law-breakers would continue with parties,
fireworks and drilling. . . and just pay a fine for every night they get caught. That would
create a job for an on-call noise inspector. Drillers could save the fine-money by
building a containment structure. Building a soundproof structure around a drill site
would increase jobs and provide a structure for H2S abatement.
