Dear Council members,
I don't live in Papaikou but come back 3-4 times a year to visit Mom.
Last week when we flew in noticed a lot of news about beach access in
Papaikou. Felt compelled to write because I'm not sure you've heard
from folks like our neighbors and my family who have lived here for
nearly 100 years and are directly affected by what is happening. We are
the folks with the last driveway before the Waugh's and our back yards
abut Shropshire's property. The Tauro's former home is across the way.
May I say a few things about mom and neighbors. They are makule, a
little wobbly and hard of hearing but not infirm mentally. For them it is
hard to go to a public hearing and they are naturally reticent. They are
willing to abide by decisions made in a fair and reasoned manner. And
they too have property rights and the right to feel safe in their homes.
While out walking I have met beach users who are polite and respectful.
On the other hand I have looked out the back door and seen individuals
--who have not asked permission--cut through our driveway and
banana patch to go to the beach. (We have explicitly given permission
to one neighborhood family to do so.) Years ago when we had a side
yard faucet and hose surfers would wash at all hours at our house.
Please keep in mind the traffic occurred with the current official access
point. What will happen if the alternative is chosen?
Ideally we would like to keep our ti leaf hedges as old time markers of
property lines and not need to erect barriers or fences. May we still
have that hope?
My father was a millworker and he did not allow us to go to the mill
beach when we grew up. He worried about mill pollution and instead 8-C3. 2.7

spear fished and threw net down the pali by the old cemetery. Having been to
the beach since the Waughs put in a trail I am glad that the mill beach has been
restored for recreation and my dad would be too.
