HomeMy WebLinkAboutCOM 0870.001 2010-2012 October 16, 2012 Office of The County Clerk Written Testimony for County Council Meeting RE: Ocean View Water System Situation Aloha, my name is Ivar Kaipo AKA "Joe", I am the owner/operator of Lehua Water Delivery Service. I am based and located in Ocean View, Hawaii. I also am a resident and property owner in Ocean View as well. I would like to thank the Committee for allowing my testimony today. Enclosed you will find copies of my Public Utilities Commission "WATER HAULING" License. It is issued by the Public Utilities Commission State of Hawaii and is subject to the provisions of Hawaii Revised Statute #271 . On the reverse side you will also find a copy of another P.U.C. requirement. Section 6-62-20: MOTOR VEHICLE MARKING. Legal Commercial Water Hauling companies should have a license such as this and their water hauling trucks marked with required regulations. I have provided the committee with 14 copies as asked, to help make this hearing more easier and for future uses if necessary. The Department of Water Supply operates the Ocean View Water System under an agreement with The County of Hawaii, if I'm not mistaken. I believe the "operating agreement" should be modified by the Hawaii County Counsel by statute. I also believe that Resolution No. 312 12 should be passed by this committee for the good of the community as a whole. Comm. No. b 0. Ref. To: P/A-wtSL Ref. Date OCT 16 7012 I furthermore believe that the Commercial Water Hauling Companies should have ALL of the following in order to obtain a water meter at the Ocean View Well system: 1 ) A P.U.C. License that specifically states "Water Hauling" 2) A GE Tax License 3) A history of serving the residents of Ocean View, Hawaii 4) Be current on all Department of Water Supply accounts 5) AND have a current commercial insurance policy for the safety of all the residents that rely on commercial water deliveries for their use. Proper licensing and requirements should be looked at more professionally for a Commercial Water Hauling Company to obtain a meter at the Ocean View Well system. Passing Resolution No. 312 12 and revising the current "operating agreement" is in the best interest of the community of Ocean View, Hawaii. I am not afraid of competitors as long as we are all on the same "legal" page with the State & County Departments. Thank you again for your time and attention in this very important matter.
