The result has been to exclude some established local water haulers from using this resource, thereby restraining trade, creating a monopoly for a select few with meters and ultimately artificially elevating prices residents will pay. The DWS should have set aside enough meters to accommodate the existing water haulers who have served the community for many years. At least 5 meters should have been reserved for operators who meet the following criteria: 1) Have truck(s) and equipment 2) Actively delivering water to residents in Ocean View 3) PUC license Had reasonable criteria been used initially, the current problem and inequities would not exist.
