Your Committee on Public Works and Parks, to which was referred Communication No.
578 and attached Bill No. 182, reports as follows:
The purpose of Bill No. 182 is to amend Chapter 24, Article 1Q, Division 5, Section 24-281,
Schedule 29 (Parking prohibited during certain hours on certain streets; tow-away zone),
subsection (c) of the Hawaii County Code 1983 (1995 Edition).
Bill No. 182 would amend Chapter 24, Article 10, Division 5, Section 24-281, Schedule 29
(Parking prohibited during certain hours on certain streets; tow-away zone), subsection (c)
South Hilo, of the Hawaii County Code 1983 (1995 Edition) by amending the following:
~ Kahoa Street east side from a point four hundred twenty-five feet north of
Nahala Street to a point five hundred ninety-five feet north between the hours
of 8:00 Vim. and 5:00 a.m.
Communication No. 578 is a letter from Deputy Chief Engineer Jiro A. Sumada, dated
November 3, 1999, which transmits Bill No. 182 to the Council for its review and
consideration. Mr. Sumada states that at the request of the Department of Parks and
Recreation, parking should be prohibited during certain hours along Kahoa Street fronting the
Honolii Beach Park. People congregating at the referenced area produce a loud noise with
boom boxes and improper dispose of rubbish.
Ms. Julie Tulang, Director of Department of Parks and Recreation informed the Committee
that people who utilize the area for fishing would have accessible parking spaces for their use.
Council Member Aaron Chung amended the bill with clarifying language to make it consistent
with other Traffic Code descriptions.
Council Member J. Curtis Tyler voted kanalua two times.

Draft 2, and recommends that it pass first reading.
