Your Committee on Public Works and Parks, to which was referred Communication No. 592, and
attached Bill No. 187, reports as follows:
The purpose of Bill No. 187 is to amend Chapter 24, Article 8, Division 3, Section 24-208
(Standing in passenger loading and unloading zones), and Section 24-212.1 (Standing in active
loading and unloading zones), of the Hawaii County Code 1983 (1995 Edition), relating to vehicles
and traffic.
Communication No. 592 is from Deputy Chief Engineer Jiro A. Sumada, dated December 14, 1999,
transmitting Bill No. 187 for the Council's review and consideration. Mr. Sumada states that the
County Code allows vehicles to pazk in freight-loading zones when provisions of the freight-loading
zones are not in effect. The bill clazifies sections relating to parking in passenger-loading zones.
Your Committee is in accord with the purpose and intent of Bill No. 187, and recommends that it
pass first reading.
