NO. 593/ B[LL NO. 188 PLACE: Councilroom TIME: 9:00 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks, to which was referred Communication No. 593 and attached Bill No. 188, reports as follows: The purpose of Bill No. 188 is to amend Chapter 24, Article 10, Division 5, Section 24-280, Schedule 28 (No parking at anytime); Section 24-281, Schedule 29 (Parking prohibited during certain hours on certain streets; tow-away zone); Division 6, Section 24-287, Schedule 35 (Passenger loading zones), subsection (c) South Hilo, of the Hawaii County Code 1983 (1995 Edition), relating to vehicles and traffic on Kilauea Avenue. Communication No. 593 is a letter from Deputy Chief Engineer Jiro A. Sumada, dated December 14, 1999, which transmits Bill No. 188 to the Council for its review and wnsideration. Mr. Sumada states that the Department of Public Works was asked to establish a passenger loading zone along Kilauea Avenue adjacent to Waiakeawaena School to improve traffic safety in the area. Ms. Annette Yamaki, Principal of Waiakeawaena School testified that Richard Nishimura of the Public Works Traffic Division walked along the area to discuss this measure, and Ms. Yamaki agreed that she would support it. Council Member Aaron Chung amended the bill with clarifying language to make it consistent with other Traffic Code descriptions.
