Your Committee on Public Works and Parks, to which was referred Communication No. 602, and
attached Bill No. 191, reports as follows:
The purpose of Bill No. 191 is to amend Chapter 24, of the Hawaii County Code 1983 (1995
Edition), creating aone-way traffic pattern on Kapiolani Street on specified holidays being
Christmas Eve, Christmas Day, Good Friday, Holy Saturday, and Easter Sunday.
Communication No. 602 is from Councilmember Dominic Yagong, dated December 22, 1999,
transmitting Bill No. 191 for the Council's review and consideration. Mr. Yagong informs Your
Committee that this bill would eliminate the yearly request that the Saint Joseph Roman Catholic
Church was submitting in the past for the specified holidays. This bill states that on each calendar
year day that these holidays fall, the one-way traffic times specified will prevail.
Your Committee is in accord with the purpose and intent of Bill No. 191, and recommends that it
pass first reading.
