RESOLUTION NO. 14 13
A RESOLUTION TO CONTINUE TO PROVIDE ALL COUNCIL MEMBERS WITH
MILEAGE REIMBURSEMENT FOR THE USE OF A PRIVATELY OWNED
AUTOMOBILE ON OFFICIAL COUNTY BUSINESS.
WHEREAS, pursuant to Chapter 2, Section 2-101 (b) and (c), Hawai`i County Code,
"(b) Rate. Employees who are excluded from the various bargaining units shall be paid the same
rates provided for in negotiated contracts of bargaining units that these employees would have
belonged to had they not been excluded. All other officers and employees of the County not
covered by collective bargaining including County councilmembers and duly authorized
volunteer police and fire personnel, shall be entitled to mileage reimbursement at a rate equal to
the highest rate payable to any County employee in a bargaining unit." and "(c) Flat Monthly
Allowance. The mayor may for the executive branch and the council chairman for the legislative
branch authorize payment of monthly automobile allowance to any councilmember, officer or
employee for the regular use of a privately owned automobile."; and
WHEREAS, the current mileage allowance reimbursement is 55 cents per mile to
council members, pursuant to Resolution No. 187-11; and
WHEREAS, prior to Resolution No. 187-11, the mileage allowance reimbursement for
each council member was $600 per month or the current per mile reimbursement; and
WHEREAS, the council members should not be compelled to subsidize their jobs due to
greater mileage requirements; and
WHEREAS, it would appear fiscally prudent to continue to provide all council members
mileage allowance reimbursement on a per mile basis for the use of a privately owned
automobile on official county business; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that all
council members on official county business shall be provided a mileage allowance
reimbursement for the use of a privately owned automobile, pursuant to Chapter 2, Section 2-101
(b), Hawai`i County Code.
BE IT FURTHER RESOLVED that the provisions of this resolution shall apply to the
2012-2014 Council term and take effect on February 1, 2013.

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of the Department of Finance.
