Re: Operating Budget
The State of Hawai`i Department of Defense is providing $188,000 of additional federally
derived funding to the County of Hawai`i Civil Defense Agency for their FY 2010 Homeland
Security Grant program. The grant funds will be used to allow the Hawai`i County Civil
Defense Agency to purchase specialized equipment to enhance the capability of state and county
agencies to prevent and respond to incidents of terrorism and to support"all hazards"
catastrophic preparedness initiatives.
The State Homeland Security Program FY 2010 had an original appropriation of$1,000,000 in
anticipation of funds. $931,487 has been allocated to this account to-date. Enclosed is a bill for
an ordinance amending the Operating Budget by appropriating the additional funds into the State
Homeland Security Program FY 10 account and bringing the total appropriation to $1,119,487 in
order to accept this grant.

A. REQUEST:
To accept $188,000.00 from Department of Defense Grants Management to be used in the continued
development of the State Homeland Secutiry Program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawai'i had received funds from the Department of Homeland Security, Federal Emergency
Management Agency, Preparedness Dictorate Grants and training. for FY 2010. In preparation for Asia
Pacific Economic Corporation 2011 (APEC) a portion of the funds were withheld from the County of Hawai'i
to support potential overtime. Funds not utilized for APEC were returned to the grant to support county gaps
in our Homeland Seturity Grant Program, with the majority of the funds being used to purchase a HPD
Hostage Crisis and Negotiation Vehicle.

Additional Comments about Grant: An additional $188,000.00 which was earmarked to support APEC has
been re-prioritized to support the law enforcement portion of the FY 2010 Homeland Security grant.
The majority of the funds has been designated for and HPD Hostage Crisis and Negotiation Vehicle.
The increase is $931,487.00+ $188,000.00=$1,119,487.00.
