SUBJECT : LOWEST LAW ENFORCEMENT PRIORITY OF CANNIBIS STATISTICS
FOR DECEMBER 1, 2012 REPORTING
In compliance with the semi-annual reporting requirement of Chapter 14, Article 16,
Section 14-102 (2) of the Hawaii County Code, the following island-wide statistics have
been compiled for the period beginning May 1, 2012 through October 31, 2012.
A total of 145 persons were arrested for marijuana offenses under Hawaii State Law.
These include the offenses ranging from commercial promotion of marijuana in the first
degree to promoting a detrimental drug in the third degree.
Collectively, the arrestees account for a total of 217 cases. Two citations for penal
summons appearances were also issued during the same time period. In addition, a
total of$23,960.00 in cash and two flat screen televisions were seized for forfeiture.
These figures do not make any distinction between:
• Marijuana arrests that were incidental to, or resulted from other criminal
investigations;
• Arrests stemming from distribution of marijuana;
• Bench Warrants, Grand Jury Indictments, Information Charging or Penal
Summons arrests that were the result of investigations initiated prior to the
effective date of the ordinance;
• Arrest for marijuana offenses that had occurred on public property.
Attached is a list of arrestees that have been identified only by age, race, specific charge
and the severity level of the offense. This report does not include any arrests of, or
citations issued to anyone under the age of 21.
The State Narcotics Enforcement Division (NED) was the lead agency in conducting four
marijuana eradication missions in Hawaii County during this time period. They were
assisted by the Hawaii Police Department as well as other federal and county law
enforcement agencies. All helicopter noise complaint calls were answered by NED
personnel.
The department currently does not keep statistics of the time and money expended by
the County on the enforcement and punishment of marijuana offenses. S(O a ,7
