Your Committee on Public Works and Parks, to which was referred Communication No. 630,
and attached Resolution No. 206-2K reports as follows:
The purpose of Resolution No. 206-2K is to support the acquisition of the Hilo to Kapoho
Railroad right-of--way with the intent to establish a pathway for non-motorized use with the
exception of the current agricultural/commercial motorized business access use.
Your Committee heard testimonies in support of this measure, however, Mr. Keikialoha
Kekipi spoke in opposition because the Hawaiian culture was not included as part of the
dialogue and planning process. Committee Chairman Yagong clarified to Mr. Kekipi that this
measure is to begin the dialogue and planning process.
Committee Member J. Curtis Tyler offered a friendly amendment to the resolution.
However, Chairman Yagong preferred specific language be prepared, thus an amended draft
of the resolution will be offered at the Council level.
Your Committee is in accord with the purpose and intent of Resolution No. 206-2K, and
recommends its adoption.
