all Council Members be provided a mileage allowance reimbursement on a per mile
basis for the use of a privately owned automobile on official County business,
pursuant to Chapter 2, Section 2- 101(b), Hawaii County Code.

PRESENTATION OF THE FISCAL YEAR 2012 -2014 AUDIT PLAN

Comm. 16: SUPPLEMENTAL AGREEMENT TO CONTRACT NO. 003571 FOR AUDITING
SERVICES PROVIDED BY ACCUITY LLP RELATING TO THE KULA`IMANO
HOUSING PROGRAM
From Legislative Auditor Colleen Schrandt, dated November 29, 2012. Notifies the
Council that the Office of the Legislative Auditor has requested the Finance
Department's Purchasing Division for an additional $5,000 as payment for additional
services performed by Acuity LLP, to verify that the County has properly and
accurately prepared the U.S. Department of Agriculture (USDA) Rural Development
Forms for FY 2011 -2012 as required by the USDA. Funds will be from the
Legislative Auditor's External Audit Miscellaneous Contract Services account.
Comm. 17: AMENDS ORDINANCE NO. 12 -86, AS AMENDED, THE OPERATING
(Bill 4) BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING
JUNE 30, 2013
From Finance Director Nancy Crawford, dated December 4, 2012. Increases
revenues in the Federal Grants — State Homeland Security Program Fiscal Year 2010
account ($119,487); and appropriates same to the Civil Defense Agency's State
Homeland Security Program Fiscal Year 2010 account ($119,487), bringing the total
appropriation to $1,119, 487. The State of Hawaii Department of Defense is
providing $188,000 of additional federally derived funding to the County of Hawaii
Civil Defense Agency for their FY 2010 Homeland Security Grant program. These
funds will be used to purchase specialized equipment to enhance the capability of
State and County agencies to prevent and respond to incidents of terrorism and to
support "all hazards" catastrophic preparedness initiatives.

Comm. 18: AUTHORIZES THE ACCEPTANCE OF A MONETARY DONATION OF $5,000 TO
(Res. 15 -13) THE DEPARTMENT OF PARKS AND RECREATION TO ASSIST WITH PARKS
MAINTENANCE OPERATIONS
From Finance Director Nancy Crawford, dated December 4, 2012. These funds, donated
by the Big Island Farm Fair, will be used by the Department of Parks and Recreation to
help pay for parks maintenance operations.
Comm. 19: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT
(Res. 16 -13) WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY GENERAL,
PURSUANT TO HRS 46 -7, FOR THE HAWAII COUNTY POLICE DEPARTMENT'S
SAFE PROGRAM; and
(Bill 5) AMENDS ORDINANCE NO. 12 -86, AS AMENDED, THE OPERATING BUDGET
FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2013
From Finance Director Nancy Crawford, dated December 4, 2012. The State of Hawaii
Department of the Attorney General is providing $52,068 to the Hawaii County Police
Department's Sexual Assault Forensic Examiner (SAFE) program. The resolution
authorizes the agreement between the State and County. The bill appropriates revenues
$52,068 in the in Federal Grants — SAFE Grant account; and appropriates same to Police
Department's SAFE Grant account. These funds will be used to contract an agency to
oversee, coordinate and perform services of the Hawaii County Police Department's
SAFE program.
Comm. 20: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT
(Res. 17 -13) WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY GENERAL,
PURSUANT TO HRS 46 -7, FOR A GRANT TO IMPROVE FORENSIC SCIENCE
SERVICES FOR THE HAWAII COUNTY POLICE DEPARTMENT; and
(Bill 6) AMENDS ORDINANCE NO. 12 -86, AS AMENDED, THE OPERATING BUDGET
FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2013
From Finance Director Nancy Crawford, dated December 4, 2012. The State of Hawaii
Department of the Attorney General is providing $26,048 to the Hawaii County Police
Department to be used towards improving an enhancing the quality of its forensic science
services. These funds will be used to train laboratory personnel and to purchase
equipment to assist in gathering and processing forensic evidence. The resolution
authorizes the agreement between the State and County. The bill appropriates revenues
$26,048) in the Federal Grants — Improve Forensic Services; account; and appropriates
same to Police Departments Improve Forensic Services account.
Comm. 21: AMENDS ORDINANCE NO. 12 -86, AS AMENDED, THE OPERATING BUDGET
(Bill 7) FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2013
From Finance Director Nancy Crawford, dated December 4, 2012. Increases revenues in
the Federal Grants — Speed Enforcement Grant ($2,991) account; and appropriates same
to the Police Department's Speed Enforcement Grant account. These funds will be used
to allow the Hawaii County Police Department to purchase two additional Stealth Speed
Data Collector units.

(Bill 8) FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2013
From Finance Director Nancy Crawford, dated December 4, 2012. Increases revenues in
the Federal Grants — Hawai`i County Police Department (HCPD) Data Grant ($7,980);
and appropriates same to HCPD Data Grant account. These funds will be used to allow
the HCPD to purchase a server needed for their crash data transfer project.
Comm. 23: AMENDS ORDINANCE NO. 12 -86, AS AMENDED, THE OPERATING BUDGET
(Bill 9) FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2013
From Finance Director Nancy Crawford, dated December 4, 2012. Increases revenues in
the Federal Grants — Sexual Assault Forensic Examiner (SAFE) Standby Pay account
($12,061); and appropriates same to the Police Department's SAFE Standby Pay account.
These funds will be used to improve Hawaii County's response to violent sex crimes
against women through medical and forensic services for victims of sexual assault.

Comm. 641.7: FINAL REPORT OF THE REAL PROPERTY TAX AD HOC COMMITTEE
From Council Member Pete Hoffmann, dated November 5, 2012, transmitting the
final report of the Real Property Taxes Ad Hoc Committee formed by the Finance
Committee on July 31, 2012.

Ms. Smart to close file on Comm. 641.7 and accept the report of the ad hoc

Comm. 24: ESTABLISHES A REAL PROPERTY TAX STAKEHOLDERS TASK FORCE
(Res. 18 -13) From Council Member Margaret Wille, dated December 3, 2012. Resolves that the Real
Property Tax Stakeholders Task Force be established, under the direction of the Finance
Director, to address those recommendations contained in the International Association of
Assessing Officers Report, entitled "Technical Assistance Report Evaluating Property
Tax Policies and Administrative Practices in Hawai `i County, " as transmitted to the
County Council by Communication No. 641 (2010 -12 Council term), on May 5, 2012.
