No. 17/Bill No. 4 PLACE: Council Chambers Kona, Hawai`i TIME: 2:31 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 4, reports as follows: Bill No. 4, transmitted by Finance Director Nancy Crawford via Communication No. 17, dated December 4, 2012, amends Ordinance No. 12-86, as amended, the Operating Budget for the County of Hawai`i for the fiscal year ending June 30, 2013. The amendment is as follows: From: 010.3308.55 Federal Grants— State Homeland General $ 119,487 Security Program FY 10 To: 010.241.5241.68 State Homeland Security Program FY 10 General $ 119,487 The State of Hawai`i Department of Defense is providing $188,000 of additional federally derived funding to the County of Hawai`i Civil Defense Agency for their FY 2010 Homeland Security Grant program. These funds will be used to purchase specialized equipment to enhance the capability of State and County agencies to prevent and respond to incidents of terrorism and to support"all hazards" catastrophic preparedness initiatives. Pursuant to Section 46-7, Hawai`i Revised Statutes, County departments must obtain the consent of the Council to enter into agreements with the Federal or State governments respecting action to be taken pursuant to any powers granted by law to furnish, expend, and receive any funds or other assistance connection with projects being or to be undertaken pursuant to those powers. There was no discussion on this measure.
