Your Committee on Finance, to which was referred Resolution No. 17-13, reports as follows:
Resolution No. 17-3, transmitted jointly with Bill No. 6, by Finance Director Nancy Crawford via
Communication No. 20, dated December 4, 2012, authorizes the Mayor to enter into an agreement with
the State of Hawai`i Department of the Attorney General for a grant to improve forensic science services
for the Hawai`i County Police Department. The funds will be used to train laboratory personnel and to
purchase equipment to assist in gathering and processing forensic evidence.
There was no discussion on this measure.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 17-13, and
recommends its adoption.
