Your Committee on Finance, to which was referred Bill No. 6, reports as follows:
Bill No. 6, transmitted jointly with Resolution No. 17-13, by Finance Director Nancy Crawford via
Communication No. 20, dated December 4, 2012, amends Ordinance No. 12-86, as amended, the
Operating Budget for the County of Hawai`i for the fiscal year ending June 30, 2013. The amendment is
as follows:

010.3308.95 Federal Grants—Improve Forensic Services General $ 26,048
To:
010.201.5216.47 Improve Forensic Services General $ 26,048
The State Department of the Attorney General Crime Prevention and Justice Assistance Division is
providing a grant to improve and enhance the quality of its forensic science services. These funds will
be used to train laboratory personnel and to purchase equipment to assist in gathering and processing
forensic evidence.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments respecting action to be taken
pursuant to any powers granted by law to furnish, expend, and receive any funds or other assistance
connection with projects being or to be undertaken pursuant to those powers.
There was no discussion on this measure.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 6, and recommends its
passage on first reading.
