Re: Resolution for Multi-year Organic Waste Contract
Enclosed is a resolution authorizing the payment of funds of a later fiscal year and of a multi-fiscal
year contract for organic waste diversion and compost operations in West Hawai`i and East
Hawai`i.
The current contract extension for green waste operations expires on December 31, 2012. The
Department of Environmental Management(DEM) intends to issue a Request for Proposals (RFP)
to expand organic waste diversion and establish compost operations at the South Hilo Sanitary
Landfill and the West Hawai`i Sanitary Landfill. The department intends to continue providing
green waste drop-off sites at recycling and transfer stations for the convenience of residents,
including Kailua-Kona. Through research of the industry, they have determined that a multi-year
contract is necessary to enable adequate return on investment, and that a ten (10) year contract will
provide the best opportunity for cost-effective organics diversion and compost operations.
Establishing organics diversion sites and compost operations such as this supports the County's
effort to divert waste from our landfills.

A. REQUEST:
Resolution authorizing the payment of funds of a later fiscal year and of a multi-fiscal year contract for

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Environmental Management (DEM) intends to issue a Request for Proposals to expand
organic waste diversion and establish compost operations at the South Hilo Sanitary Landfill and the West
Hawai'i Sanitary Landfill. The current contract extension for green waste operations expires on December
