Re: Capital Budget
The County-owned West Hawai`i Sanitary Landfill (WHSL) at Pu'uanahulu is a lined landfill with
construction initiated in 1993. In March 2011, this site became subject to compliance with the
Environmental Protection Agency (EPA) Code of Federal Regulations (CFR)New Source
Performance Standards Part 60, Subpart WWW, for Municipal Solid Waste Landfills. Installation
of a Gas Collection and Control System (GCCS) at the WHSL is required by December 17, 2013 in
order to stay in compliance with these regulations. This is the first phase of a system that will allow
for landfill gas to be captured and burned in a landfill gas flare, rather than being emitted to the
atmosphere. The GCCS design was completed by Waste Management Inc. (WMI) who is also
contracted with the County as landfill operator at WHSL. Per contract requirements, WMI will be
installing the GCCS, which is expected to begin in the second quarter of 2013.
Enclosed is a bill for an ordinance amending Ordinance 12-87, the Capital Budget, by adding the
project titled "Landfill Gas Collection and Control System (GCCS) for the West Hawai`i Sanitary
Landfill at Pu'uanahulu", and appropriating $4,000,000 to the Capital Budget.
Also enclosed is a bill for an ordinance authorizing the issuance and sale of General Obligation
Bonds of the County of Hawai`i, in the principal amount not to exceed $4,000,000 for the
aforementioned project.

Request to amend Ordinance 12-87, Capital Improvement Budget, to include an appropriation for the
following project:
Landfill Gas Collection and Control System (GCCS) for the West Hawai'i Sanitary Landfill at Pu'uanahulu —
