Your Committee on Public Works and Parks, to which was referred Communication No. 652, and
attached Bill No. 202, reports as follows:
The purpose of Bill No. 202 is to amend Chapter 24 of the Hawaii County Code 1983 (1995
Edition) to prohibit parking during certain hours along Kalili Street during the hours of
1 I p.m. to 6 a.m.
Communication No. 202 is from Deputy Chief Engineer Jiro A. Sumada, dated February 1, 2000,
transmitting Bill No. 202 for the Council's review and consideration. Mr. Sumada states that the
University Heights Community Association has requested that parking be prohibited during certain
hours along Kalili Street fronting the University Heights Park.
Community Police Officer Elson Cabutu informed the Committee that complaints have been made
by residents that juveniles and young adults loiter, litter, drink and conduct illegal drug activities,
which take place during late night and early morning hours.
Your Committee is in accord with the purpose and intent of Bill No. 202, and recommends that it
pass first reading.
