Your Committee on Planning, to which was referred Bill No. 3, reports as follows:
Bill No. 3, transmitted by Mayor Billy Kenoi, via Communication No. 8, dated
November 26, 2012, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25
(Zoning Code) of the Hawai`i County Code 1983 (2005 Edition),by changing the District
Classification from Single-Family Residential— 10,000 square feet (RS-10) to Limited Industrial
—20,000 square feet (ML-20) at Waiakea, South Hilo, Hawai`i, covered by tax map key 2-2-
035:045.
Mayor William P. Kenoi is transmitting the above bill and enclosures, with a favorable
recommendation from the Windward Planning Commission. The applicant wishes to establish
an office and parking for a tour operation. The existing dwelling will be converted into an
office; and parking for the mini buses, vans, and employees will be on-site.
As the former Windward Planning Commission Chair, Chair Kern informed Committee
Members that while he will continue to facilitate the meeting, he would not be participating in
the discussion on this item and would abstain from the vote.
As the County Council representative for the district, Council Member Onishi urged support for
this item. Council Member Ford expressed concerns with sewer connections and wastewater
disposal, informing members that the parcel under consideration is in a"critical wastewater
disposal area" and that the Department of Environmental Management recommends hook up to a
sewer line. Planning Director Bobby Jean Leithead Todd informed members that the nearest
sewer line is 300 feet away at Hualani Street and therefore hook up from this parcel is not
feasible at this time.
