Subject: Revised State Recreation Plan
(1980 SCORP)
We are please to transmit to you a copy of the revised State Recreation
Plan prepared in compliance with The Hawaii State Plan Act, Chapter 226, HRS.
As you may be aware, this plan is also an update and revision of the 1975
State Comprehensive Outdoor Recreation Plan (SCORP) prepared in conformance
with a basic requirement for continuous receipt of Federal assistance under
the Land and Water Conservation Fund Act, Public Law 88-578, as amended. Under
this program, the State and Counties have received more than $24 million in
Federal grants for acquisition and development of outdoor recreation areas.
As the 1980 SCORP, the plan assesses the supply of recreation facilities
and public outdoor recreation demand and needs. As a State Recreation Functional
Plan, it assists in defining and implementing the goals, objectives, policies
and prioirity directions set forth in the Hawaii State Plan Act. As a combined
document, it provides comprehensive guidelines for enhancing recreation oppor-
tunities within the State of Hawaii .
The revised State Recreation Plan will be transmitted to the 1981 Legislature
for its consideration. We hope you will find the plan informative and useful .
