Thank you for the opportunity to address the Council on an issue that is

William Walter We appreciate the Council's concern over light and noise issues raised by
Noreen Yamane community members living near geothermal drilling sites. There are already
regulations in place that should protect the health safety welfare and morals of
the community. Imposing such a blanket restriction on drilling operations

would likely increase the time needed to drill geothermal wells as well as the electricity rates that
must be paid by all ratepayers.
The restrictions imposed on the use and enjoyment of private property should not be imposed
without considering whether there are less restrictive means to achieve the important goals of the
proposed restrictions.
The Chamber therefore opposes passage of this bill. We urge the Council to support geothermal
energy development for the benefit of all members of our community.
