Dominic Yagong, Chairperson Hawai'i County Council November 5, 2012 Re: Council meeting November 9, 2012 Agenda Item: Order of Resolutions Resolution 308-12 (Draft 2) Dear Mr. Yagong: I support approval of Resolution 308-12 (Draft 2) authorizing the initiation of eminent domain proceedings by the Corporation Counsel to acquire easements for beach access at Papa'ikou. Through our government, citizens should perpetuate, manage and improve our access to the coastline, particularly the valuable Papa'ikou recreational and fishing resource. The conduct of the landowners in their attempts to limit and control coastline access discourages me from freely using the ocean and shoreline at Papa'ikou. As a fisherman and surfer who resides on the Hamakua coast and as a past recreational user of the ocean at Papa'ikou, I believe that acquisition of these easements is important for our children and generations to come as well as four ourselves.
