P-2129 (Res. 583) From Chief Engineer Edward Harada dated May 17, 1976, requesting consideration and adoption of the resolution to authorize the Corporation Counsel to initiate eminent domain proceedings for the .acquisition and condemnation of the required lands necessary for the subject road widening improvement project. Approve and recommend passage of Resolution 583 on first reading. No. 1399. 5: REPORT ON SOLID WASTE ENERGY & RESOURCE TASK FORCE From Dr. Richard E. Marland, Director, Office of Environmental Quality Control , dated March 11, 1976, transmitting for information two copies of the report of the Solid Waste Energy and Resource Task Force. This report is the result of the combined efforts of the Task Force and the Office of Environmental Quality Control with the aid of a technical consultant in response to House Concurrent Resolution 49 of the 1975 Legislative Session. No. 1426. 1: KULAIMANO SEWERAGE SYSTEM (Res. 586) From Chief Engineer Edward Harada dated May 20, 1976, informing that one of the requirements of the Farmers Home Administration, U.S. Department of Agriculture, in obtaining a $400,000 loan for the construction of the subject project is the adoption of the attached resolution which has been reviewed and approved as to form by the Corporation Counsel' s Office; asks favorable consideration and early adoption of the resolution. Receive and file. 'No. 1648. 3: PUBLIC RESTROOMS IN SHOPPING CENTERS From Deputy Corporation Counsel Lionel D. Meyer dated May 18, 1976, informing that Mr. Herbert Hayama will be meeting with other County officials on June 17-18, 1976, and will be discussing the subject matter; therefore, suggests that they wait for Mr. Hayama' s suggestions and recommendations before preparing a bill for an ordinance. "No. 1817: USER CHARGES AND INDUSTRIAL COST RECOVERY SYSTEM From Council Chairman Yamada dated April 2, 1976, transmitting for information a copy of letter from Mr. George Akahane, City Council Chairman and Presiding Officer, regarding user charges and industrial cost recovery system from the San Francisco Environmental Protection Agency. 1817.1: From Mayor Matayoshi dated May 14, 1976, informing that the County' s involvement in the user charge program which must conform to the requirements of Section 204 of P.L. 92-500 is the adoption of an ordinance establishing a system of charges to assure that each recipient of waste treatment services will pay his proportionate share of the costs of operation, maintenance and replacement (OMR) . At the present time they are trying to formulate a desirable and fair user charge based on the guidelines and general accepted interpretation. The first system which will be applicable under P.L. 92-500 will be the Kulaimano Sewerage System project which is now being advertised for construction. Receive and file. PWC-76 -3- May 26, 1976 No. 1842: REQUEST FOR DRIVEWAY VARIANCE From Wesley and Gayle Hatada dated April 19, 1976, requesting a variance to construct a second driveway at their residence, 390 Linaka Street, Machado Acres , Hilo. `1842. 1: From Mayor Matayoshi dated May 12 , 1976, informing that the Public Works Department met and discussed the variance request with the Hatadas, and a solution to the problem has been worked out which will not require a variance from the driveway variance. Receive and file. �No. 1871: FREE PRESS From William P. Bechtel dated May 11, 1976, informing that the free press deserves free parking privileges at the County Building and suggests that the County request agents of the free press to print or air a weekly column or broadcast summarizing the actions taken by the committees and Council; if request is denied, appropriate funds to the free press agents to provide this service.
