Kamelamela, dated November 14, 2012. The Department of Liquor Control will be making improvements to its office at the Hilo Lagoon Centre, which will require the acquisition of additional space (909 square feet) adjacent to the current office. The improvements will enlarge and relocate the Liquor Commission Conference Room to meet Americans with Disabilities Act (ADA) requirements; and to better accommodate the meetings of the Liquor Commission, the Liquor Control Adjudication Board, the officers and employees of the Department, and other boards and commissions who use the room. Comm. 39: NOMINATION OF DEAN AU TO THE COUNTY OF HAWAI‘I PUBLIC ACCESS, OPEN SPACE AND NATURAL RESOURCES PRESERVATION COMMISSION From Mayor William P. Kenoi, dated December 18, 2012, requesting Council’s review and favorable recommendation of the above nomination. Comm. 51: AUTHORIZES THE MAYOR OF THE COUNTY OF HAWAI‘I TO ENTER INTO (Bill 12) AN INTERGOVERNMENTAL AGREEMENT FOR A STATE WATER POLLUTION CONTROL REVOLVING FUND LOAN FOR WASTEWATER PUBLIC IMPROVEMENT PROJECTS; AND AUTHORIZING THE ISSUANCE OF $12,000,000 GENERAL OBLIGATION BONDS OF THE COUNTY OF HAWAI‘I FOR THE PURPOSE OF FINANCING QUALIFIED WASTEWATER PUBLIC IMPROVEMENTS OF THE COUNTY OF HAWAI‘I From Finance Director Nancy Crawford, dated December 21, 2012. In order to serve the growing population of West Hawai‘i, the Kealakehe Wastewater Treatment Plant Aeration Upgrade is necessary to restore the plant’s treatment capacity to original design capacity. The State Department of Health has indicated that funding through the State Water Pollution Control Revolving Fund Loan Program is available for the Kealakehe Wastewater Treatment Plant Aeration Upgrade and Sludge Removal project. This project was previously authorized for funding through County general obligation bonds under Ordinance 09-154 in the amount of $10 million. This request will allow the County to take advantage of the lower interest rates provided by the State Revolving Fund Loan Program, and increases the amount to reflect the current cost estimate for this project. Comm. 52: AMENDS ORDINANCE NO. 12-87, AS AMENDED, RELATING TO PUBLIC (Bill 13) IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2012 TO JUNE 30, 2013 From Finance Director Nancy Crawford, dated December 21, 2012. Adds the Public Works Kealakehe Wastewater Treatment Plant (WWTP) Aeration Upgrade and Sludge Removal project for $12 million to the Capital Budget. Funds for this project shall be provided from State Revolving Funds ($12 million). This project was previously appropriated as a project funded by County general obligation bonds. This request is to appropriate State Revolving Loan Funds for the project in order to take advantage of the lower interest rates provided by this program. FC-2 Page 3 January 8, 2013 Comm. 53: AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND (Res. 31-13) OF A MULTI-FISCAL YEAR AGREEMENT FOR FURNISHING AND IMPLEMENTING ORGANIC WASTE DIVERSION SITES AND COMPOST OPERATIONS IN WEST HAWAI‘I AND EAST HAWAI‘I FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT From Finance Director Nancy Crawford, dated December 21, 2012. The current extension for green waste operations expires on December 31, 2012. A request for proposals for a 10-year contract to expand these operations at both the South Hilo Sanitary Landfill and West Hawai‘i Sanitary Landfill will enable adequate return on investment and will provide the best opportunity for cost-effective organics diversion and compost operations. Organics diversion is necessary to comply with Council Resolution 826-08, which urges a prohibition on organics from the landfill by 2012. Comm. 54: AUTHORIZES THE ISSUANCE OF UP TO $4,000,000 AGGREGATE (Bill 14) PRINCIPAL AMOUNT OF GENERAL OBLIGATION BONDS OF THE COUNTY OF HAWAI‘I FOR THE PURPOSE OF FUNDING ALL OR A PORTION OF THE COSTS OF A LANDFILL GAS COLLECTION AND CONTROL SYSTEM FOR THE COUNTY’S WEST HAWAI‘I SANITARY LANDFILL AT PU‘UANAHULU; FIXING THE FORM, DENOMINATIONS, AND CERTAIN OTHER DETAILS OF SUCH BONDS AND PROVIDING FOR THEIR SALE TO THE PUBLIC; AND AUTHORIZING THE TAKING OF OTHER ACTIONS RELATING TO THE ISSUANCE AND SALE OF THE BONDS From Finance Director Nancy Crawford, dated December 21, 2012. The County-owned West Hawai‘i Sanitary Landfill (WHSL) at Pu‘uanahulu is a lined landfill whose construction was initially begun in 1993. In March 2011, this site became subject to compliance with Federal Regulations. This is the first phase of a Gas Collection and Control System (GCCS) that will allow for landfill gas to be captured and burned in a landfill gas flare, rather than being emitted to the atmosphere. Installation of the GCCS is required by December 17, 2013. ;and (Bill 15) AMENDS ORDINANCE NO. 12-87, AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2012 TO JUNE 30, 2013 From Finance Director Nancy Crawford, dated December 21, 2012. FC-2 Page 4 January 8, 2013 Comm. 55: AUTHORIZES THE ACCEPTANCE OF A DONATION OF FIRE RESCUE (Res. 32-13) EQUIPMENT FOR USE BY THE HAWAI‘I FIRE DEPARTMENT’S FIRE RESCUE AND OCEAN SAFETY DIVISIONS From Finance Director Nancy Crawford, dated December 21, 2012. Valued at $48,279.56, the training and equipment will be used by the Fire Department’s Fire Rescue and Ocean Safety Divisions for the safety of Fire personnel and to facilitate the safe delivery of rescue services to the public. Comm. 56: AUTHORIZES THE ACCEPTANCE OF A MONETARY DONATION OF $1,500 (Res. 33-13) TO THE HAWAI‘I COUNTY FIRE DEPARTMENT From Finance Director Nancy Crawford, dated December 21, 2012. These funds, donated by Hilo Wal-Mart, will be used by the Fire Department’s Emergency Medical Services (EMS) Bureau to help purchase EMS tablet computers. Comm. 57: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN (Res. 34-13) AGREEMENT WITH THE UNITED STATES DEPARTMENT OF AGRICULTURE, PURSUANT TO HRS 46-7, FOR A GRANT TO PURCHASE DESKTOP AND LAPTOP COMPUTER EQUIPMENT FOR THE HAWAI‘I FIRE DEPARTMENT’S EMERGENCY MEDICAL SERVICES (EMS) BUREAU; and (Bill 16) AMENDS ORDINANCE NO. 12-86, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2013 From Finance Director Nancy Crawford, dated December 21, 2012. The United States Department of Agriculture, Rural Development is providing $35,200 to the Hawai‘i Fire Department to be used by its EMS Bureau to purchase computer equipment to replace current, obsolete units. The resolution authorizes an agreement between the State and County for acceptance of the grant; and the bill appropriates revenues of $35,200 in the Federal Grants – USDA Rural Development Grant account; and appropriates same to the Fire Department’s USDA Rural Development Grant account. Comm. 58: AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR (Res. 35-13) AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE FOR TWO (2) FIRE APPARATUS (FIRE TRUCKS) FOR THE HAWAI‘I FIRE DEPARTMENT From Finance Director Nancy Crawford, dated December 21, 2012. These apparatus are to replace Engine 15 at the North Kohala Fire Station, and Engine 9 at the Waimea Fire Station, which are over 20 years old and suffer from increased maintenance costs, down time and unreliability. The anticipated total cost to lease the two trucks is $23,500 per month. FC-2 Page 5 January 8, 2013 Comm. 59: AMENDS ORDINANCE NO. 12-87, AS AMENDED, RELATING TO PUBLIC (Bill 17) IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2012 TO JUNE 30, 2013 From Finance Director Nancy Crawford, dated December 21, 2012. Adds the Public Works, Māmalahoa Highway PH I - Mānā Road - Federal project for $56,000, and the Māmalahoa Highway PH I - Mānā Road - County project for $14,000 to the Capital Budget. Funds shall be provided from the Federal Grants Receivable ($56,000), and General Obligation Bonds, Capital Projects Fund - Fund Balance and/or other Sources ($14,000). These funds will be used for the preliminary engineering for contract plan preparation for the project. Comm. 60: AUTHORIZES THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL (Res. 36-13) AGREEMENT WITH THE JUDICIARY, STATE OF HAWAI‘I, AND ACCEPTING THE DONATION OF THE NORTH KOHALA COURTHOUSE, BEING LOCATED ON TAX MAP KEY: (3)5-4-005-001, SITUATED AT KAPA‘AU, DISTRICT OF NORTH KOHALA, COUNTY AND STATE OF HAWAI‘I, FROM THE JUDICIARY, STATE OF HAWAI‘I From Finance Director Nancy Crawford, dated December 21, 2012. The Judiciary, State of Hawai‘i, wishes to convey the North Kohala Courthouse and all associated improvements to the County of Hawai‘i. The Department of Parks and Recreation will accept this building for use in conjunction with its present facility located on the adjacent parcel.
