The first year was the beginning and only covered 6 months. Funds in the following years covered the County's HI-5 program, salaries for two HI-5 staff positions plus expenses, educational outreach, and any other HI-5 related projects subject to their review and-approval of our request. This explains the fluctuations in the fund amounts. They have consistently supported the first two items over the years. The State typically doesn't notify us of the final approved amount until a month or two before our new FY budget goes into effect. I've added additional information below pertaining to estimated County of Hawai'i redemption rates based on State statistics of containers sold and redeemed for each fiscal year to give you an idea of the success of the County's HI-5 program. I've also attached a 2-page summary sheet that provides background information which was also provided to the author of the upcoming Resolution. This program has provided financial incentive fOr recycling;bottles and cans. It has helped to increase the recycling in Hawaii County from 16%In 2004 to 38%in 2012. The HI-5 Program has been a catalyst for other recycling that lacks any financial incentives like greenwaste, cardboard,paper,metals,electronics,etc. The future funding of the County's ptogram from the State is at risk Quantity of Materials Redeemed&Recycled: Since the implementation of the Hawai I Deposit Beverage Container Program In January 2005 Hawai'i Island has recycled approximately 390 million aluminum cans,1.6 million bi-metal cans, 166 million glass bottles,and 221 million plastic bottles. This equates to 778 million beverage containers or over 90 million pounds which have been kept out of the landfills or from littering our beaches,parks and roads. Last year,the County's estimated redemption rate was over 90%or 9 out of 10 of the bottles and cans purchased were redeemed and recycled,higher than the State's overall rate of 77%. State Grant Funding: Last year,the State Department of Health(DOH)advised the County that they would not fund our program in FY2012-13. After negotiations,they did fund this year but in the most recent communications DOH said on October 16,2012 "l think it would be prudent to rot count on DBC funding for FY2014.I know for a fact that the DBC Program cannot sustain the current level of county support" The grant funding to the County has supported two(2)Recycling Specialist potions and ten(10) Certified Redemption Center(CRC)sites located at the County recycling and transfer stations. The impact in the cut in funding will result in a loss oPIIIIMPthe CRC's°In island of which five(5)are located in underserved areas such as Honoka'a,Haw PuakO,Wai'ohinu and Pahoa. Impacts of Lack of Funding from the State: This reduction of CRC's on island will be a major inconvenience to the public and visitors and there will be tremendously less recycling in areas that will no longer have CRC's. This will result in moving further away from being in compliance with the state's goal of 50%waste diversion by January 1,2000,based on Hawai'I Revised Statutes(HRS)342G-3(u)(2)nor coesistent with EPA's goal of 35%diversion.
