It is my pleasure to nominate William T. Takaba and Donn S. Mende to the Hawai'i County Liquor
Commission.
Council District 3—William T. Takaba is a lifelong resident of Hawaii. He retired this year from the
County of Hawaii where he was employed since 1974. Mr. Takaba served in a number of administrative
positions during his 38 year career with the County, including the Director of the Office of Aging and the
Director of the Finance Department. During the last four years of his career(2008 to 2012), Mr. Takaba
served as the County of Hawai'i's Managing Director. He was a member of the Kiwanis Club of East
Hawaii and a member of the State Health Planning and Development Agency. He was also a board
member of the YMCA and the Boys and Girls Club of the Big Island. Mr. Takaba states that he is not
affiliated with any political party. If confirmed, he will serve a term to expire on December 31, 2017.
Council District 5—Donn S. Mende is a lifelong resident of Hawaii. He is presently the Assistant Vice
President/Manager at the Hawaii National Bank. Prior to this position and throughout the past 20 years
of his career, Mr. Mende has been employed by American Savings Bank, Central Pacific Bank and the
Bank of Hawaii. Mr. Mende is the treasurer of the Boys and Girls Club. He is also a board member of
both the Hawai'i Island United Way and Junior Achievement. Mr. Mende states that he is not affiliated
with any political party. If confirmed, he will serve a term to expire on December 31, 2016.
