This is to acknowledge receipt of your letter dated Apri19, 1998, and correspondence from the
State Department of Land and Natural Resources filed in compliance with Condition I of the
above-referenced ordinance. Thank you for your submittal.
Condition I states:
"I. An archaeological study/survey of the subject property shall be prepared and submitted
for review and approval by the Planning Director in consultation with the Department
of Land and Natural Resources-Historic Preservation Division (DLNR-HPD), prior to
the submittal of plans for subdivision review or any land alteration activity, whichever
occurs first. The scope of work for the archaeological study shall be determined by the
DLNR-HPD. Should significant historical sites be found within the subject property
which merit preservation or the implementation of mitigative measures, the applicants
shall prepare and submit an archaeological preservation/mitigation plan for review and
approval by the Planning Director in consultation with DLNR-HPD prior to the
issuance of Final Subdivision Approval or any land alteration activity of the subject
property, whichever occurs first." _

As Condition I requires that an archaeological study/survey be submitted to this department
for review and approval, please send us a copy of the survey. Until such time that the
study/survey is approved by this department, Condition I will not be satisfied.
By copy of this letter, we will forward your report to the County Council and Planning
Commission for their information.
As a reminder, you aze required to comply with all conditions as stated in the above-referenced
ordinance within their appropriate timetables.

Dear Ms. Goldstein:
Please find enclosed a letter dated April 1, 1998 from the State of Hawaii
Department of Land and Natural Resources covering the subject property. I
recently spoke with Mr. Pat McCoy who drafted this letter on behalf of the State
Historic Preservation Division and he said that this letter is his confirmation to your
offices that the archeological inventory survey is sufficiently completed, given that
"the project will have "no effect" on historic sites, as no sites were found". Please
feel free to contact Mr. McCoy at 587-0006 if you would like his confirmation.
In this regard, we feel that we've satisfied this condition of the zoning application.

Kaloko Mauka Subdivision, Hao Street Hui Proposed
Subdivision of Lot 4
Kaloko, North Kona, Hawaii Island

This is in reply to your letter of February 23- 1998 to Ross Cordy, .Archaeology Branch
Chief. The letter dated August 7, 1997 from your consultant, Aki Sinoto Consulting,
indicates that an archaeological inventory survey of the subject property was undertaken
and that an archaeological inventory survey report is currently in preparation.
Because no historic sites were found in the survey, we can conclude a review of the
planned development, with the understanding that an acceptable inventory survey report
will be submitted to our office. We believe that the project will have "no effect" on
historic sites- as no sites were found.
.As a note, to complete the survey report, Air. Sinoto needs to add some additional
information beyond what is in this interim letter. The letter should note the elevation of
the project area and indicate the acreage that was surveyed. A map showing the
boundaries of the surveyed area should, of course, also be included. The report should
also contain a brief description of the vegetation (a list of the dominant species), a list of
other archaeological surveys in the general area and a brief description of the kinds of
historic sites and settlement that might have been expected to occur in this area, a
description of field methods (similar to the letter) with a location of the ttansects, and
