Your Committee on Public Safety and Mass Transit,to which was referred Communication
No. 40, reports as follows:
Communication No. 40,transmitted by Mayor William P. Kenoi, dated December 18, 2012,
nominates David De Luz, Jr. of Council District 5 to the County of Hawai`i Fire Commission.
Mr. De Luz is a lifelong resident of Hawai`i. He is currently Vice President of David S. De Luz,
Sr.,Enterprises. Mr. De Luz is a member of the Rotary Club of Hilo Bay, Kanoelehua Industrial
Area Association(KIAA), Crime Stoppers Hilo and the Hawai`i County Economic Opportunity
Council (HCEOC). Mr. De Luz states that he is not affiliated with any political party. If
confirmed, he will serve a term that will expire on December 31, 2017.
Pursuant to Section 7-4.5,Hawai`i County Charter,there shall be a fire commission, consisting
of nine members, appointed by the Mayor and confirmed by the County Council.
Mr. De Luz commented on the unique County emergency response services, Healthcare
initiatives and being a part of the expansion of services.
Committee Chair Ford specified that Mr. De Luz does not need to appear before the full Council
for confirmation.
Your Committee on Public Safety and Mass Transit is in accord with the purpose and intent of
Communication 40 and recommends confirmation of the appointment of Mr. David De Luz, Jr.
to the County of Hawai`i Liquor Commission.
