Your Committee on Finance,to which was referred Bill No. 13, reports as follows:
Bill No. 13, transmitted by Finance Director Nancy Crawford via Communication No. 52, dated
December 21, 2012, amends Ordinance No. 12-87, as amended, Relating to Public Improvements
and Financing thereof for the fiscal year July 1, 2012 to June 30, 2013. The amendment is as follows:
PUBLIC WORKS:
Kealakehe WWTP Upgrade and Sludge Removal - SRF
(110.699.5696.48) $ 12,000,000
Funds for this appropriation increase shall be provided from:
State Revolving Funds (SRF) $ 12,000,000
This project was previously appropriated as a project funded by County general obligation bonds. This
request is to appropriate State Revolving Loan Funds for this project in order to take advantage of the lower
interest rates provided by this program.
Acting Director Dora Beck and Solid Waste Division Chief Greg Goodale, from the Environmental
Management Department, were present in the Council Chambers for questions by the members of the
Committee. There was no discussion on this measure.
Pursuant to Section 10-6(d), Hawaii County Charter, the Council may amend the Capital Budget for that
year with a two-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 13, and recommends its
passage on first reading
