Your Committee on Finance, to which was referred Bill No. 15, reports as follows:
Bill No. 15, transmitted jointly with Bill 14, by Finance Director Nancy Crawford via
Communication No. 54, dated December 21, 2012, amends Ordinance No. 12-87, as
amended, relating to public improvements and financing thereof for the fiscal year July 1, 2012
to June 30, 2013. The amendment is as follows:
PUBLIC WORKS:
GCCS - Pu'uanahulu Landfill
(110.699.5696.49) $ 4,000,000
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund—
Fund Balance and/or other Sources $4,000,000
This proposed bill adds the DPW project titled"Landfill Gas Collection and Control System (GCCS)
Landfill at Pu'uanahulu"project for $4,000,000, and appropriates the same to the Capital Budget.
Pursuant to Section 10-6(d), Hawai`i County Charter, at any time during the fiscal year, the council, by
ordinance adopted by the affirmative vote of at least two-thirds of the entire membership, may amend
the capital budget for that year. In amending, the council shall request and consider, but need not follow,
the recommendations of the mayor as to the proposed amendment.
Acting Director Dora Beck and Solid Waste Division Chief Greg Goodale, from the Environmental
Management Department, were present in the Council Chambers for questions by the members of the
Committee.
There was no discussion on this measure.

passage on first reading
