Your Committee on Finance, to which was referred Resolution No. 34-13, reports as follows:
Resolution No. 34-13, transmitted jointly with Bill No. 16, by Finance Director Nancy Crawford via
Communication No. 57, dated December 21, 2012, authorizes the Mayor to enter into an agreement with
the State of Hawai`i Department of Agriculture, pursuant to HRS 46-7, for a grant to purchase desktop
and laptop computer equipment for the Hawai`i Fire Department's Emergency Medical Services (EMS)
Bureau.
The grant funds will allow the Fire Department's EMS Bureau to update current desktop and laptop
computers. Many of the existing computers were purchased in 2006 and are now obsolete. The
extended performance period ends March 27, 2013.
Battalion Chief Lance Uchida, from the Fire Department, appeared before Your Committee for
questions. He explained how the grant, from the United States Department of Agriculture, was
acquired.
Pursuant to Section 46-7, Hawai`i Revised Statutes, county departments must obtain the consent of the
Council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 34-13, and
recommends its adoption.
