Your Committee on Finance, to which was referred Bill No. 16, reports as follows:
Bill No. 16, transmitted jointly with Resolution No. 34-13, by Finance Director Nancy Crawford via
Communication No. 57, dated December 21, 2012, amends Ordinance No. 12-86, as amended, the
Operating Budget for the County of Hawai`i for the fiscal year ending June 30, 2013. The amendment
is as follows:

010.221.5228.21 USDA Rural Development Grant General $ 35,200
The United States Department of Agriculture, Rural Development (USDA) is providing a grant to the
Hawai`i Fire Department to be used by its Emergency Medical Services (EMS) Bureau, for the purchase
of desktop and laptop computer equipment. These funds will allow the department's EMS Bureau to
update current desktop and laptop computers which are now obsolete.
Battalion Chief Lance Uchida, from the Fire Department, appeared before Your Committee for
questions.
There was no discussion on this measure.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments respecting action to be taken
pursuant to any powers granted by law to furnish, expend, and receive any funds or other assistance
connection with projects being or to be undertaken pursuant to those powers.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 16, and recommends its
passage on first reading.
