Your Committee on Finance, to which was referred Bill No. 17, reports as follows:
Bill No. 17, transmitted by Finance Director Nancy Crawford, via Communication No. 59, dated
December 21, 2012, amends Ordinance No. 12-87, amended, relating to public improvements and
financing thereof for the fiscal year July 1, 2012 to June 30, 2013. The amendment is as follows:
PUBLIC WORKS:
Mamalahoa Highway PH I - Maria Road - Federal
(110.399.5394.92) $ 56,000
Mamalahoa Highway PH I - Mana Road - County
(110.399.5394.93) $ 14,000
Funds for this appropriation increase shall be provided from:
Federal Grants Receivable $ 56,000
General Obligation Bonds, Capital Projects Fund - Fund Balance
and/or other Sources $14, 000
The proposed bill adds the DPW Mamalahoa Highway Widening, Phase-I, Maria Road Federal project
for$56,000, and the Mamalahoa Highway PH I—Nana Road - County project for $14,000 to the capital
Budget.
Public Works Director Warren Lee and Civil Engineer V Casey Yanagihara, from the Public Works
Department, appeared before Your Committee and provided detailed information of this project.
Mr. Lee stated that a 17-left turn pocket lane intersection project is expected to be completed within five
years to help ease traffic island-wide.
Ms. Ford was concerned with the preliminary estimate, and asked if money has already been
appropriated in the budget for the construction of this project. Mr. Lee confirmed that if this bill is

approved, the $70,000 will be included in the Capital Budget. He also provided the background of this
project.
Ms. Ford also expressed concern of sewer lines and water lines in the project area, and asked if they
were at an appropriate depth. Mr. Yanigihara replied that they did a preliminary survey, and they did
not come across any sewer line problems on the Mana Road intersection; their main concern is the
drainage channel and the water pump supply station.
Ms. Wille told Mr. Lee to have some kind of consideration in minimizing the cutting down of the Cherry
Trees because it would change the character and beauty while traveling through Waimea town. Mr. Lee
replied that this project is to minimize the impact on the environment.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for
that year with a two-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 17, and recommends its
passage on first reading
